Improved seniority parsing for Vice President and Staff... positions

- All “Vice President” roles are now marked as Senior.
- Intuitively one may think a VP role is a C-Level position, but many banks and financial institutions have thousands of people with VP titles, so it may be safer to assume that the seniority of a job with a VP title is closer to Senior than to C-Level.
- “Staff” seniority now applies only to explicit Staff-level IC titles like “Staff Engineer” or “Member of the Technical Staff”.
- Titles such as “Staff Nurse” or “Staff Physician” are no longer misclassified as Staff; they map to more appropriate levels (often mid-level).
